Set Dialogue Pending

/v1/dialogues/:dialogue_id/set-pending

Parks the dialogue until the given time: it stops acting on its own and resumes on the node it stands on. Responds 409 when the dialogue cannot be parked — it sits on a terminal node, or it is already parked by another producer (a human clarification, an async tool, a meeting reminder).
