Judgment labels: needs_manager_fact — a correct reply requires a manager-provided fact, approval, or commitment; likely_needs_manager_fact — probably requires one, but knowledge coverage is uncertain; answerable_or_clarify — answerable from knowledge, the dialogue, or a follow-up question to the client; out_of_scope — nothing to clarify with the manager (small talk, closures, or a request to talk to a human, which is handled by the dialogue tree). Technical labels recorded by the system, never returned by the classifier: background_turn — automatic re-runs never ask the manager; gate_error — the gate failed and asking stayed allowed.
