Copies one agent's knowledge base into another agent's without re-running ingestion: every source artifact gets an S3-side copy under a new object key in the target product, and the document rows with their units - embeddings included - are cloned. Directories are matched by name (an existing target directory is reused, missing ones are created). A document is skipped when the target already holds the same source hash, or the same title in the same directory, when it is not ready, has no source artifact, or is the manager-approved answers document (unless include_hitl_answers). With dry_run the plan is returned and nothing is written. Both agents must be accessible to the caller; they may live in different products.
